Comprehensive Plan Meeting Updates

Tuesday, March 28th, 2017

The Town Board continued their discussion of the draft 2017 Comprehensive Plan and referred the Plan to Westchester County and the Planning Board for their review, along with the Environmental Assessment Form Part 1.

Tuesday, March 14th, 2017

The Town Board continued their discussion of the draft 2017 Comprehensive Plan.  The next meeting to discuss the Comp Plan was set for March 28th.

Tuesday, February 28th, 2017

At a Work Session on the Tuesday, February 28th, the Town Board listened to commentary from Planning Board Chairman Bob Kirkwood and Comprehensive Plan Steering Committee Member Maud Bailey about the Comprehensive Plan and the rewritten plan the Planning Board submitted earlier that day. The next meeting to discuss the Comprehensive Plan was set for March 14th.

Wednesday, February 15, 2017

On Wednesday, February 15th, there was a joint meeting between the Town Board and the Planning Board to discuss the Comprehensive Plan. The discussion focused around housing in New Castle and the associated goals in the draft document as well as the structure of the document. It was decided that the Planning Board would provide written comment to the Town Board by the following Friday, February 24th, which the Town Board would review at their Tuesday, February 28th meeting.

On Tuesday, February 7th, the Town Board continued their discussion about the draft 2017 Comprehensive Plan. The Town Board came to a consensus regarding the removal of “Time Frame” and “Responsible Party” columns from the Implementation Table and moved to share an updated version of the draft document with the Planning Board in preparation for their joint meeting on Wednesday, February 15th.

On Tuesday, January 24, the Town Board was given an updated draft of the 2017 Comprehensive Plan for their comment and review. The Director of Planning gave a presentation regarding the Plan development process and moving forward towards adopting the document. The Town Board will continue to discuss the document at their meeting on Tuesday, February 7th.

On Monday, March 28, the Planning Division and members of the CPSC met with the Environmental Review Board and Conservation Board. The Planning Division began the meeting by explaining the progress to date of the development of the Comprehensive Plan and the Plan’s significance, structure and content. It was explained that the Plan is an overarching policy document that serves to establish a community-based vision for development in and the betterment of New Castle over the next ten to fifteen years. Much of the discussion centered around quality of life and community character; members of the environmental boards felt that the wording in the draft Plan that expresses the priority of maintaining the Town’s natural feel and character is not currently strong enough. They felt there needs to be more of an emphasis on balancing the goals of character preservation and infill development. In addition, it was suggested that the physical restraints of the Town’s hamlets be included in the discussion of infill development. The Board was encouraged to review the document and provide feedback by April 11th.

On Tuesday, March 22nd, the Planning Division and the CPSC met with the Planning Board. Chapter 5: Responsible Regionalism was discussed, and it was suggested that the chapter be reformatted to give a clearer picture of County, regional and State planning objectives and policies that impact the Town’s own planning processes. The Livable Built Environment section of the Implementation Table was discussed next. The discussion turned to how to guarantee that the Plan will help shape development, and it was suggested that applicants be required to fill out a form describing how their proposed development project is in alignment with the policies set forth in the Comprehensive Plan. The Planning Board members suggested that some Strategies and Actions be reworked to directly address the issue at hand and produce a certain outcome. The CPSC will meet with the Planning Board on April 5th to continue the discussion of the Implementation Table.

On Monday, March 15th the Planning Division and members of the CPSC met with the Beautification Advisory Board. The Planning Division began the meeting by explaining the progress to date of the development of the Comprehensive Plan and the Plan’s significance, structure and content. It was explained that the Plan is an overarching policy document that serves to establish a community-based vision for development in and the betterment of New Castle over the next ten to fifteen years. The Beautification Advisory Board discussed a number of new challenges they are facing, including the group’s shifting responsibilities and budget management. The Board was encouraged to review the document and provide feedback by April 11th.

On Thursday, March 10th, the Planning Division and members of the CPSC met with the Recreation Commission. In preparation for the meeting, the Recreation Commission generated a list of policy statements relating to their work that they felt would be important to include in the Comprehensive Plan. Many of the statements that had been provided had already been integrated into the Comprehensive Plan in one way or another. The Rec Commission provided clarification about a number of the other policies which will be incorporated into the final draft document.

On Wednesday, March 2nd the Planning Division and members of the CPSC met with the Sustainability Advisory Board. The Planning Division began the meeting by explaining the progress to date of the development of the Comprehensive Plan and the Plan’s significance, structure and content. It was explained that the Plan is an overarching policy document that serves to establish a community-based vision for development in and the betterment of New Castle over the next ten to fifteen years. The SAB discussed some of the issues they were dealing with and the CPSC demonstrated how the Comprehensive Plan could help support their board’s objectives. The Sustainability Advisory Board engaged in a lively discussion about a number of relevant issues, including reduction in the Town’s energy use, addressing the safety risks posed by Indian Point and ensuring Complete Streets were included in the Plan. The Planning Division encouraged the SAB to further develop their thoughts and most importantly their priority regarding what they would like to be addressed in the Plan and provide feedback by March 18th.

On Wednesday, March 2nd the Planning Division and members of the CPSC met with the Board of Architectural Review. The Planning Division began the meeting by explaining the progress to date of the development of the Comprehensive Plan and the Plan’s significance, structure and content. It was explained that the Plan is an overarching policy document that serves to establish a community-based vision for development in and the betterment of New Castle over the next ten to fifteen years. The Board of Architectural Review discussed a number of issues they are facing currently, including the insufficient description of the Board’s purview in the Town Code. The Board was encouraged to review the document and provide feedback by the March 18th deadline.

On Thursday, February 25th, the Planning Division and  the CPSC met with the Planning Board. The meeting began with a discussion of infill development. In their dealings with site plan applications, the Planning Board comes across many projects that comply with zoning and coverage requirements, but still have some sort of negative impact on neighboring properties. It was suggested that the code be re-examined to give the Planning Board flexibility to deal with this issue.  The discussion then centered around Chapter 4: Healthy Community. The Planning Board provided suggestions regarding the clarification of the document and developing additional goals regarding public safety. A meeting for the second week of March has been scheduled to finalize the discussion.

The Planning Division and members of the CPSC met with the Recreation Commission to explain the purpose and structure of the Comprehensive Plan and to obtain their feedback on the goals, objectives, strategies and actions relative to recreation throughout the community. The Recreation Commission was most interested in discussing their role so that they could provide useful feedback as to how their objectives might fit into the Comprehensive Plan. A follow-up meeting during the first week of March will be scheduled to continue the discussion.

The Planning Division and the CPSC met with the Planning Board. The Planning Board provided substantive feedback on the Forward, Introduction, and the first three chapters of the Plan. It was decided that more direct language and content regarding the Plan’s policies should be the focus of the introductory sections. The Planning Dept. and CPSC will meet again with the Planning Board on Thursday, February 25th to complete the chapter review and to review the Implementation Table.

The Planning Division and the Comp Plan Steering Committee (CPSC) met with the Historical Society and the Landmarks Advisory Committee (LAC). The Historical Society and LAC provided invaluable input and the importance and richness of New Castle’s history was discussed. The input received will be incorporated into the final draft of the 2016 Comprehensive Plan.
